It is crucial that the established cross-departmental Asset Transfer Team continues to evaluate the process to test that it is working and that all departments that should be involved in the process are included.
It should be this team’s responsibility to ensure any blockages are identified and that they have the authority to manage any necessary changes.
Each step of the asset transfer strategy’s development should be made and then reviewed with the full involvement of the community sector, to ensure it works for all partners.
It is vital that the community groups who have been involved in an asset transfer are consulted during an evaluation - they will have invaluable feedback to give.
Evaluation should not be a once every few years task but rather a continuous assessment with the team always testing the policy by asking " Is this working?" and "If not, why not and what can we do about it?"
